 Latest developments

• Congress is not expected to pursue a cap and trade scheme due to Republican control of the House of Representatives and due to economic conditions
• The EPA has signaled its intent to regulate carbon emissions, but focus to date has been on utilities
• The House of Representatives unanimously passed a bill prohibiting US carriers from participating in the EU/ETS, and the Senate is expected to introduce a similar measure before the end of 2011

• IATA continues to support a global, sectoral approach to limit aviation emissions through the International Civil Aviation Organisation (ICAO), which recognizes the unique nature of aviation and its unprecedented industry targets
• IATA opposes the EU/ETS, as it is extraterritorial and would set a precedent for a patchwork of revenue-generating carbon schemes by numerous countries
