Stephen J. McHale

Transportation Security Administration, Deputy Administrator

Stephen J. McHale is the Deputy Administrator of the newly created Transportation Security Administration. Working with then Under Secretary, Admiral James M. Loy, and now with Acting Administrator David M. Stone, Mr. McHale is responsible for overseeing both the federalization of aviation security and the creation of a comprehensive security strategy embracing all modes of transportation.

Prior to taking up his position, Mr. McHale served as Treasury's Assistant General Counsel for Enforcement from March 1999 until December 2001. He was the principal legal advisor on all issues related to Treasury's enforcement mission and he supervised attorneys in the Customs Service, Secret Service, Financial Crimes Enforcement Network, Federal Law Enforcement Training Center, Executive Office of Asset Forfeiture, and the Bureau of Alcohol, Tobacco and Firearms. He has served as Chief Counsel of the Bureau of Alcohol, Tobacco and Firearms and also as a senior lawyer with both the Departments of Treasury and Justice.

During the period from December 2000 to July 2001, Mr. McHale served as Acting General Counsel and Acting Deputy General Counsel for the Department of the Treasury. He advised both Secretary Summers and Secretary O'Neill and their administrations on a host of complex issues related to the transition, oversaw the new Administration's review of regulations promulgated or pending at the end of the prior Administration, and managed the 1800 attorney-strong Treasury Department Legal Division.

Mr. McHale has received numerous awards and commendations throughout his Federal service, including the Presidential Rank Award, the Treasury Department's Distinguished Service Medal, and the General Counsel's Award for Excellence in Management. In 2003, Mr. McHale received the Federal Employee of the Year Award from the Partnership for Public Service.

He is a graduate of American University Law School where he was an editor of the American University Law Review. He received his undergraduate degree from Nottingham University in England, where he also served as Chairman of the Nottingham University Students Union.
