General Rosende was born in Castro, Chile. He is married to Patricia Billa and they are the parents of three children. 

Mr.Rosende entered the Aviation Academy of the Air Force in 1971 where he graduated as Combat Pilot specializing in helicopters and transport airplanes. In 1995 he graduated as Aeronautical Systems engineer. He also holds degrees in Political Philosophy, Military Administration Sciences and Human Resources Administration. He is the author of several papers such as: “Trajectory of the Transport Pilot in the Chilean Air Force” and “Political Reforms of Alexander II and the Emergence of Terrorist Groups in XIX century Russia ”.

At present he is a pilot officer in active duty with the Air Force. During his career he has served as Commander of Aviation Group No 10, Executive  Director of FIDAE 2002, Air Attaché to Chilean embassy in Spain, Head of the Education Division and, from 2002 to date, he holds the position of Director General of Civil Aeronautics.
