Liberalization Best Practices

Below is a selection of agreements or best practices which are consistent with the principles of Agenda for Freedom:

European Commission (pdf)
The EC's draft langauge on air services agreements offers liberalized ownership and control, frequency and capacity, and pricing (2009).

United States of America (pdf)
US Open Skies Agreements typically include unlimited designations and frequencies, market-based pricing, unlimited first through sixth freedoms. Additionally, some also include seventh freedom rights for all-cargo services (2009).

Spanish (pdf)   English (pdf)
Chile is a pioneer when it comes to air transport liberalization, and their sample air services agreement is consistent with principles espoused by the Agenda for Freedom (2009). 

Singapore - UK Bilateral Agreement  (pdf)
Agreement between the government of the United Kingdom of Great Britain and Northern Ireland and the Government of the Republic of Singapore, which offers an example of a liberalized approach (2007).
