Are you aware of the sandbox? This is will be offered by SIS about halfway through the pilot phase (2 months before go-live, and before the pilot phase for the pilots). While this won't be "in-house", it will allow members to conduct the IS validation before submitting billing files in the live environment.

 

We decided not to offer an in-house application as it's very complex, and some of the validation is based on what's in your user profile. The sandbox will check against your user profile when doing validatin, and an in-house application couldn't do this.

 

Given the above, if you'd still like to request a change, then please respond.
