Digital Signature Fees

As a general rule, the billing party pays the transaction fees.
 
Is this true for digital signature as well? E.g. if I setup in the member profile that I need digital signature as a billed party for all invoices originating from country Germany: who will pay for the DS?

This is true, and also does apply at both ends. So if the billing party requests a DS, but the recipient does not need DS (or verification), then the billing party pays. If the billing party does not need DS, but the billed party does, the billed party pays. If the billing party requires DS, and the billed party requires DS and verification, then both parties pay.
