PAX data exchange between migrated and non-migrated company after Sep 2011

PAX data exchange between migrated and non-migrated company after Sep 2011

Pls to clarify our doubts on following Interline Billing Scenario:

If we are non-migrated company in Sep 2011, and carrier B become migrated company in Sep 2011, and other companies are also non-migrated, is Interline Billing scenario like:

1.       We shall receive Sep IDEC file with all invoices/cpns including from carrier B? If yes, till when we shall receive regarding “old” IDEC data from company B, incliding supporting documents?

2.       Through Sep 2011, we shall produce Prime Outward Billing through our actual Rev. Acc sw and, at the end, create IDEC file including INVs for carrier B? If yes, till when we’ll be able to send this Prime Billing data to carrier B through this “old” IDEC?

3.       We’ll produce all rejections  on sep 2001 Inward Billing through our actual Rev. Acc. System including rejections on Sep 2011 Billing from carrier B. Are we able to attach appropriate rejections to carrier B to “old” IDEC or we have to do it manually through IS-WEB? If we can do it only through “old” IDEC, till when is it possible to do?

Dear Vera,

 

Please find below my answers to your questions:

 

1. If you are non-migrated, you will be able to receive Old IDEC down-converted files from your migrated billing partners. However, the Old IDEC service will be discontinued in Sep 2012, so by this date we expect that all Clearing House members will be able to process IS-format files.

 

2. Yes, correct – you will be able to send Old IDEC files which will be sent to your billed partners through ATPCO. As for the cut-off date of the Old IDEC, please see point (1) above. Please also refer to the Technical Migration presentation given at the Nairobi workshop for more detailed information regarding the Old IDEC migration (ref. slides 3-10) – this can be found on the SIS website, under the SIS Media page.

 

3. You can do rejections on both Old IDEC and IS-Web. However, the usage of IS-Web is granted after you have signed the IS Participation Agreement. Again, old-IDEC will only be possible until Sep 2012.

Dear Ashley,
Thanks for your response. Everything is clear except the item 3!! As we understood your explanation, as being non-migrated company, we shall be able to do rejection on each billing of migrated company through old-IDEC (your text: "..Old Idec or IS-WEB..") until old IDEC will exist (sep2012). Is it so?
If it is so, then, we believe, it is in opposite to your reply to Karen,  dated 28-02-2011:

Responding SIS billings through SIS:

If an airline receives a billing or rejection or correspondence that was submitted via SIS, and it wishes to dispute that billing, rejection or correspondence, it has to do so via SIS, therefore for such cases RAM Chapter A10 Part 2 applies.

 

This means, that a non-migrated carrier is hit from the 1st day on. Migrated billing carriers will send prime billings and rejections in the 1st period SIS goes live. If a non-migrated carrier wishes to reject such a billing or enter correspondence, then it has to use SIS and IS-WEB.

From this explanation, we understood that non-migrated carrier WILL HAVE to do rejections on migrated-carrier billing ONLY through IS-WEB (and not through Old IDEC file). And we are confused.

Please, we appreciate your advise at your earliest!

Hi Vera,

Sorry for the confusion. To provide further clarity on this issue, please allow me to supplement my reply to point (3) as follows:

3. You can do rejections on non-migrated transactions (i.e. transactions made outside of SIS) in both Old IDEC and IS-Web. Please note that the usage of IS-Web is granted after you have signed the IS Participation Agreement. Again, old-IDEC will only be possible until Sep 2012.

However, as previously mentioned in the quoted text below, if your partner submits a billing/rejection/correspondence to you via SIS, and you need to dispute/respond to this transaction, these actions will need to be done in SIS (as per RAM Chapter A10 part 2).
