1.1 Record Arrangement
File header record says 1 per file, but Invoice data record says 1-N per file - What is the difference? What does 1-N indicate? (does N mean "needed"... or 1 thru needed)

Close. n is a variable (whole) number. It's the same concept as 1 - needed, where you have a minimum of 1, and an essentially unlimited maximum.
