Optional Attributes on IS XML file

Optional Attributes on IS XML file

Where an attribute is optional, how should the XML look if the attribute is not to be populated ?
For example on the Invoice Header, the Notes field has an optional attribute 'Type'
If the arrtibute is not populated, should the XML node for this look like -
<Notes Type="">Some Notes go here</Notes>
or does the attribute need to be removed -
<Notes>Some Notes go here</Notes>

In XML, optional attributes shouldn't be rendered at all. Thus, it would be:
<Notes>Hello world</Notes>
