Who will populate default values for mandatory fields?(MISC Question)

Refer to ISPG 3.0 section 5.2, IS will allow some default values for certain mandatory fields if participant cannot provide at the beginning stage.
Could you pls clarify who shall populate the default values? IS or participant's system?
If IS will do this, can we still choose to populate default values by ourselves, because we don't want to take the risk of being failed.
If you require participant's system to do this, do you also require that every participant shall follow a consistent set of default values in case one cannot distinguish which is fake, which is real?

The participant will populate these substitution values (aka default values).
Allowing these values to pass validation is equivalent to allowing a mandatory field to allow NULLs. But instead of your system providing NULL, you must provide one of the substitution values that are listed on page 89 and 90 (untracked version).
E.g., if you are unable to provide a date value, you must fill the field with 01/01/2000 to signify that it's a "default" value.
As you rightly point out, this means that for incoming files, you have a consistent set (either '0' or '01/01/2000') of values to "look" for and realize that they mean "data not available".
