Cargo IS-IDEC file format

Dear IATA, Is it possible for us to upload Outward billing in IS IDEC file format to IS for Cargo even though currently we do not subscribe to IDEC file for Cargo? How about for Inward billing? Can we receive IS IDEC file format for Inward billing if we currently not subscribe to IDEC? Appreciate your clarification on this matter. Thanks!

Yes, IS-IDEC is an open format, whereas IDEC requires membership. Anyone can use IS-IDEC, but you need to do a certification test to ensure the file meets the standards.
