Contradiction between standards (MISC question)

As per SIS P3 - IATA IS XML Invoice Standard - V3 (the excel), the element 'TotalAddOnChargeAmount' (line 965) does not require the the suffix of "@name" any more. However, in IATA_IS_XML_Invoice_Standard_V3.0.xsd; '@name' is still required to be provided.

Please clarify this. Thanks.
