Allowance of No CPN Breakdown in SC44/45/46?

Is it allowed that no CouponBreakdown Record following with RM in SC44/45/46, since using the Reason Code which is not couponbreakdown mandatory. Would it Pass Validation?

The validation in SIS is based on the Reason Code used in the Rejection Memo. If the Reason Code mandates breakdown record then it will result in a validation failure if breakdown record is not provided.
 
Ideally in case of RM for FIMs, you are supposed to use 5B or 5C reason codes. 5B mandates coupon breakdown and for 5C coupon breakdown is optional. However, this does not stop carries from using some other reason codes not specifically related to FIM billings. In such scenarios you can get cases where FIM rejections are raised without any breakdown information. Such cases will pass validation in SIS.
