XML tags for optional fields

XML tags for optional fields

Dear all,
 
generally, if a field is optional and empty, do we have still put the tag for this field in the IS-XML? Will you put the tags in the XML when the fields have no value?

Dear Elias,
 
If the field is optional he should be reported only if he as a value.
 
No control are done on those field so if they are reported with a value or not will not fail the validation process.
