Merged OLD IDEC FILE from ATPCo

Merged OLD IDEC FILE from ATPCo

ISPG 11.4.4.1.: ATPCo will merge the downgraded Old IDEC data with the Old IDEC invoices received from other carriers and generate one consolidated output file and provide it to the billed carrier.
 
My question: How can I destinguish downgraded data from real IDEC data from NON IS carriers?
