Some updates on your question.
When creating the new Source Code list, we tried to keep the codes to a minimum. One of the main reasons was to avoid a long list with the risks of carriers providing wrong source codes.
Billing of FIMs via BM will be done in case of exceptional circumstances (such as outside time limit, lost FIMs, etc.) and the carrier can identify such FIM billings as there is a separate FIM number field in the record structure for the BM record.
Adding another source code will also act as an identifier, but it will be very rarely used.
However, we will bring it forward to the RAWG for discussion and get back to you again regarding this matter.

We strongly suggested once again that create a single SC for the FIM billing through BM, otherwise prevent FIM billing through BM under SC09. Billing carrier may debit fim under SC14 when outside time limit or LTB
