SFI54: four prov invoice references mandatory?

SFI54: four prov invoice references mandatory?

Hi all.
 
For SFI54 there are four blocks (element no. 8a to 17, element no. 18a to 27, element no. 28a to 37, and element no. 38a to 47) each referencing a provisional invoice. All four blocks are mandatory. From a process point of view this does not seem right because we might just get one provisional invoice (form A/B) for one month and list that one invoice in SFI 54.
 
Please consider changing block 2,3,4 to optional.

This has been updated to Conditional so that if one of the details provided in one block then the entire block needs to be provided. This is being released in ISPG 3.1.

in cases where more than 4 form A/B prov invoices were received  (i.e. daily prov invoices), how are we to represent this in the IS-IDEC when we generate the Form E?  Our understanding is that we should generate 1 sampling Form E invoice record (sfi 53), and multiple sampling  form E provision invoice records (sfi 54). please confirm that our understanding is correct. thx Debby

Is it possible to receive more than 4 form A/B provisional invoices?
I thought it does not meet the RAM.
 
As per SIS RAM B1.4.1 , up to 4 sample Provisional Invoices covering the universe for each clearance month.
so, our RA system has only covered maximun 4 form B invoices per clearance month
