Sampling Rejection Stages
For sampling rejection stages, Form C is considered to be the 1st rejection stage. Form F isthe second and Form XF is the third rejection stages. However on the IS participation guide 3.7.4 , it mentions that Form E is considered to be the 1st rejection. Therefore can you please explain why with detailed info.

Dear Onur,
The info on ISPG is correct - Form E is the 1st rejection. Form C is the Universe Adjustment Form.
