There are two 'Passenger Services Charges' under Charge
Category 'Airport & ATC' (pls refer to ISPG V2.1, section 5.2.1.10 and 5.2.1.12).

Yes, they are a duplicate and will be fixed in the revised chapter from the Misc WG.
