Element 15 should be zero and not blank
Hi,
In coupon tax breakdown record after ‘Tax amount billed Sign’ (Element 14) of first Tax code there is a blank filler (Element 15) but for the other tax code positions i.e. 2nd,3rd, 4th and 05th after the "Tax amount billed sign" there is a zero filler i.e. element 23, 31, 39, 47
We believe even element 15 should be zero filled and not blank filled.

In general, all Filler fields should be Left Justified Blank Filled (LJ BF). Hence elements 23, 25,3 1, 33, 39, 47, 49 should be blank-filled fields.
We have also modified the IS-IDEC record to reflect this in ISPG 3.1.
