Element 51 and 18
Hi
Element 51 of PAX BM-CM Cpn brkdwn Record is an optional element, if the same is not provided should it be zero filled or blank filled.
Element 18 of PAX-Billing Credit Memo Record is a conditional element, if the same is not provided should it be zero filled or blank filled.
As a rule can we assume all optional/conditional fields which have numeric format if not provided should be zero filled and all Alpha/Numeric format fields should be blank filled.

Element 51: If not provided, should be Zero filled as it is a numeric filed.
Element 18:If not provided, should be Zero filled as it is a numeric filed.
So your assumption is correct. All numeric formatted fields without a value should be Zero Filled and all other format fields (alphabetic or alphanumeric) without a value should be Blank Filled.
