Incentives for Early-Migration
Is it considered to offer incentives on the charging scheme to attract early migration? |

Hi. This was considered in our charges discussions, and there are a few points that came up:
- The IS-WEB migration fee will be replaced with the (much lower) IS Annual Fee when a participant fully migrates, so there is an incentive there.
- We believe that there are enough in-built benefits to migrating (savings of paper, shipping, process improvements, etc) that it's not necessary to offer discounts or any additional incentives from our side. I think this has been confirmed by the number of carriers that intend to migrate at go-live.
- Finally, any discount (or, for that matter, any other incentive that costs SIS money) would have to be added on top of what the non-migrated carriers already pay.
