ISPG 5.2.6.14 Mishandling Baggage

ISPG 5.2.6.14 Mishandling Baggage

On section 5.2.6.14 Mishandling Baggage, the mandatory field of Location Code is defined as the airport code where the mishandling of baggage has occurred.
 
Many times the actual location of the mishandling is unknown as it cannot be pinpointed to a singular location.
 
What is the recommended option when this occurs?  Do we indicate the first airport code on the itinerary, the last?

Hi Christina
In cases where the fault cannot be determined. the default would be the location where the mishandling was reported by the passenger.
