Inward Billing IS-IDEC

I understand access to IS-WEB is conditional on signing the Participation Agreement. 
 
If a carrier has not signed the Participation Agreement by close of October Period 1, will the carrier  still receive the SIS output files (IS-IDEC, offline archive, etc) via iiNet as the billed carrier? 
 
Is there a cutoff date to sign the Participation Agreement to ensure receipt of  SIS output files?
