IS-IDEC
Is a carrier considered migrated to SIS to be allowed to send any IS-IDEC format input to SIS? Respecting that migration certification is required for the populated format of the IS-IDEC record. |

A carrier who has joined SIS and who has passed certification for certain Transaction Types in IS-IDEC may start to send only those certified transactions via IS-IDEC.
For example, if a carrier has only been certified for PAX Prime Coupon Billings in IS-IDEC, they will not be able to include other transaction types such as PAX Rejection Memos in their IS-IDEC file until they have also pass certification for that particular transaction type.

Is a carrier allowed to submit sample Form C and Form D&E, sample evaluation of incoming billings, for certification without being certified for their outgoing Prime Coupon Billings?

Kathy,
Prime billings, including provisional invoice Form A/B must be migrated first (or together with the other transactions). Hence, you can have in the same certification file Provisional invoice Form A/B and Form C and Form D/E.
If you do not have them all in the same certification File, then Form A/B must have passed previously successfully the certification process.
