Page 11 of the ISPG, Version 3.1 states:
Miscellaneous Invoices
Passenger (P) - Miscellaneous items: will be included in the Passenger Billing as Billing or Credit memos and can be submitted together with the Passenger Prime Billing.
 
Does this mean that Excess Baggage Source Type 25 billings may be sumbitted using the Billing Memo record layout?  Or must they be submitted using the PAX Coupon record layout?

No, Excess Baggage billings will be included in the Passenger Coupon Record and not in the Billing Memo.
 
The intent of the statement in the ISPG is that the exceptional billing transactions like Code Share billlings, Alliance specific billings etc. related to passenger services can be billed using a Billing Memo within the Passenger Billing Category if bilaterally agreed with the interline partner.
