Values to derive the Sample Constant
Section 3.7.3 Sample Evaluation (Form D) and Sample Adjustment (Form E) section states:
The values used to derive the Sample Constant will be validated with the values of Form A and Form C stored in IS.
Does this mean the Form D coupon selection sent to SIS by the billed carrier will be validated by SIS to confirm accuracy of the sample selection? |

Hi,
No, the information of what coupons have fallen in the Sample is not available with IS. Hence it cannot validate the accuracy of Form D/E Invoice.
What it does validate is the values specified in the Form E Invoice related to Sampling Constant, which is the Gross total of Universe coupons and Gross Total of Form C coupons as these amounts exist in its database.
