Form C coupon breakdown mandatory

Form C coupon breakdown mandatory

ISPG Section 3.8 Sampling UAF
Reason Type - Sampling Form C Reasons
The chart in the section indicates that coupon breakdown is mandatory.
 
Does this mean that in addition to the PAX - Sampling Form C Record, which includes a ticket number, coupon number, and reason code, that the PAX Coupon Record must be resubmitted to SIS on the IS-IDEC record?  Or is additional detail records needed since the PAX Coupon record should already exist in SIS from the prime billing (Form A) submission by the billing carrier?

The mandatory coupon breakdown in the case of Form C is the PAX Sampling Form C Record. No other breakdown information required to support Form C billings.
