Reference Data Records SFI 11/12
It appears that the Reference Data Records SFI 11/12 are tied to each Invoice Header Record. So this means that for every invoice we are going to receive the billed/billing airline information over and over?

Yes. This was a requirement by the Working Groups for legal compliance reasons.
