Payable Invoices
How will carriers who do not have a signed IS Participation Agreement by October be able to obtain their payable invoices? Legal review of this agreement is a time consuming process. Considering that the 3 month grace period may not be available depending on next weeks RAM meeting, we are very concerned. Carriers will not be able to access their payable invoices in ISWeb without a signed agreement therefore we would be relying on airlines to mail them. How will carriers who do not have a signed agreement receive their payable invoices?

Dear Margaret, Migrated carriers are required to still send paper invoice copies for 3 months after the SIS go-live date. So until the end of 2011 entities that have not signed the IS Participation Agreement will still be able to receive their Payables in paper copies. Our understanding is ACH has voted to discontinue manual invoices day 1 after going live. ICH will be voting next week at the IATA RAM meeting on eliminating the 3 month grace period to provide manual invoices. Please advise how non-migrated carriers will be able to obtain their invoices and reject billings via IS-Web if there is no signed agreement. Please confirm our understanding that the 3 month requirement is discontinued for ACH and may be discontinued for ICH pending next weeks meeting.

On behalf of ACH I would like to point out that ACH did, in principle, adopt changes that would allow the migrated carrier to remove paper with immediate effect and eliminate the 90 day requirement to provide paper. However, the ACH participants have not formally approved that because they still must approve it through a mail vote. The mail vote will be conducted shortly after the IATA RAM meeting.

Thank you Lori for the comment. Margaret – your understanding is correct. Eliminating the 3-month-grace period for paper is to be discussed at the RA45, as per the meeting agenda. Decision made during this meeting will be communicated to the industry via both the RAM/ICH/SIS circulars.
