25 USD Invoice rule

Dear all,
The RAM states that a carrier can't invoice for an amount under 25 USD.
Does it also apply to Credit Notes or is it strictly with Invoices?

Dear Eric,

 

The RAM is silent with regards to Credit Notes and therefore the 25USD rule does not apply. In fact Credit Notes have limited use.
