Paper invoices after Jan 2012
Dear all,
I need a clarification on this point.
Is it mandatory after January 2012 for an airline migrated to stop sending/receiving paper or not (based on the last RA45 decision)?
For example LH is a migrated carrier in january 2012, AF not will LH send AF some paper invoices or not? Is it a choice made by each airline? Or a bilateral agreement?

Hi Eric, The migrated billing entity is under no obligation to send any paper after Jan 2012, but there is nothing to stop them agreeing to continue to provide it on a bilateral basis. However, the billed entity cannot impose such a requirement on their billing partners, except in Miscellaneous under RAM Chapter A13, but they will be charged for the service by their billing partner (unless the billing partner voluntarily waives it). What happens on the other side? AF as non migrated carrier has obligation to send electronically to a migrated carrier after JAN 2012?

Dear Eric,
As no paper invoices will be sent to you after Jan 2012, you will need to be able to retrieve your invoices from SIS. As stated before, if invoices are sent to you from SIS, you will also need to reply from SIS (via IS-Web if you are not migrating your transactions yet).
Please also note the distinction between being migrated and being in SIS. You can be non-migrated, meaning you are not yet ready to receive and process IS-format files, but you can still access IS-Web, as you have signed the ISPA. This is why we encourage carriers to sign the ISPA as soon as possible, in order to start receiving their invoices electronically.

Should we only consider the rejection invoice or original invoice also according to sentence above ?
In such cases, sould a non-migrated carrier use IS WEB for all the invoices (original/reject) issued to migrated carrier ?

Hi Onur, This applies to all transactions type of all billing categories – as per RAM A10, part 2. So yes, non-migrated carriers would use IS-Web to respond to/dispute invoices from their billing partners. Please also see the March SIS bulletin where this was communicated. What happens in JAN 2012 if AF is a non migrated carrier? Does AF has to SEND (I'm not talking of receiving there) its invoices electronically to a migrated carrier like LH using IS WEB for example?

Please allow me to further clarify: - Migrated carriers can call the option to block F12 claims six months after they have fully migrated (the ICH Panel has also placed a 6-month hold on this option). So until at least Sep 2012, you may bill Prime transactions however you’d like. Please also refer to the post Grace period for inward and outward billings in the Rules, Policies, and Codes discussion board for details on the F12 claims blocking. - In the meantime, if you are billed in SIS and you would like to dispute the billings, then you will need to do this in SIS (RAM A10, part 2).
