Element 19 of FIM

I had raised below question during Pilot Kick off meeting on 2-3 May 11. However the answer was not satisfactory.
Answer given to me was that in element 19, we have to capture ticket numbers listed on FIM and not FIM coupon number.
RAM Chap A10 3.1.5 states if both coupons of a FIM are issued for the same receiving carrier and are related to the same invoice both FIM coupons may be included on one Rejection memo. We would like to know how PAX - Rejection Memo Rec of IS IDEC handle this rule. Element 18 of the record states FIM number to be provided and Element 19 states FIM coupon number to be provided. How will element 19 handle multiple coupons i.e. 1 & 2.
Appreciate my question is answered.

Dear Shankar,
The RAM chapter you are referring to is from the old RAM, which alludes to the paper environement where multiple FIM coupon billings were allowed. Billing multiple FIM coupons cannot be handled by the Record Structures of SIS.
