please Clarify the validation on tax breakdown record

On the sample file feedback report, we aware of some errors on RM tax breakdown records, which saids’ Tax amount should not be 0 for valid tax code.’ I have no idea for that in ISPG, and I think tax would be populated with zero in many cases.

Eg. PB: A Tax USD10.00    B Tax USD5.00

   1st acceptance: A Tax USD 0.00  B Tax USD5.00  C Tax USD3.00

This validation is incorrect. It will be removed in the next release of the ISPG (3.2).
