Possible Audit issue: IS-XML not available in Billing Entity Output File

as requested by Meenal, please find enclosed the following incident! Please forward to Change Control Board for decision:
 

As mentioned in the last pilot conference call: The Billing Entity does not receive any IS-XML in its Output File. Additionally it’s not possible to download Outgoing XML-File in IS-WEB.

Therefore the billing entity can never verify, whether the basis IS-XML input file is processed correctly, eg. Footer notes/legal texts are populated corretly from Member Profile.

  • The billed entity receives the Output File. The billing Entity is not able to perform a check on Input XML and Output XML. This could be an issue in regards of external audition.
  •  In case IS-WEB is used to capture invoices/credit notes, fields on LineItemDetail level are not shown on Output PDFs. -Due to ChargeCategory/Code Combination mandatory fields and other fields on Line Item Detail level are populated.- The billing entity has no offline documentation which includes all the details.
  • For some carriers the XML is the legal document. In these cases the IS-XML is needed in Output File for compliance reason.

We ask you to provide XML in the Output File for Billing Entities.

Please find the answers to your questions as follows:

 

In case IS-WEB is used to capture invoices/credit notes, fields on LineItemDetail level are not shown on Output PDFs. -Due to ChargeCategory/Code Combination mandatory fields and other fields on Line Item Detail level are populated.- The billing entity has no offline documentation which includes all the details.

The fields in the Line Item Detail are shown in the PDF Detail Listing report and all fields are shown irrespective of whether they are mandatory, recommended or optional.

 

For some carriers the XML is the legal document. In these cases the IS-XML is needed in Output File for compliance reason.

Please note that the Legal XML is not the IS-XML. The Legal XML will match all the fields one-to-one with the PDF invoice. A PDF invoice copy will be provided in case a legal XML is used, allowing a human-readable copy to be provided.

 

The billed entity receives the Output File. The billing Entity is not able to perform a check on Input XML and Output XML. This could be an issue in regards of external audition.

As mentioned in the first point, all the data that (1) you have provided, and (2) enriched/completed by SIS would be displayed on the PDF invoice or PDF listing. This will allow for external audition.
