current test file for sample
The IS-IDEC test file for sample in the 3.1.1 ISPG does not have any values except for total. We were assuming that the test files would have complete data (i.e. the form B amounts are zero)

Dear Lori,
We currently do not have Sampling scenarios covered in the sample files of ISPG 3.1.1 or 3.2.
