SFI 40 - Element 69: 65 A/N vs. 66 A/N

SFI 40 - invoice total record
element 69 - filler
is described like this:

69

R50

65A/N

435-500

b-b

This does not add up to 500 total record length but 499 only. To add up to 500 the filler should be 66 A/N. Please confirm.

Thanks.
