ICH Web/SIS Migration Surcharge

In the Airline Business Case p.39 it is stated that the ICH Web/SIS Migration Surcharge is charged only until a participant has fully migrated.
So, if a participants migrates by SEP11, no ICH Web/SIS Migration Surcharge will be charged, even if he migrates by using IS-WEB?

That's correct. If you're fully migrated (via IS-WEB or otherwise) in the first period then you would not be charged the migration surcharge.
Please note, though, that the exact definition of "fully migrated" hasn't been settled. From an ICH participant point of view, the plan is that it will mean that ICH WEB (F12) submissions are disabled (a voluntary choice by you). Obviously, some carriers might not be comfortable with this in the first period of their new systems/processes.
