Form C layout

A question has been raised by our programmer:
 

In the case of FORMC

In the layout of the Form C the field TransmissionDateTime says that the time is optional.

 

But in the file XSD it is defined as dateTime and dateTime and it is a type of data where the time is required.

 

We should respect what the XSD file says if not the file will be rejected. Can you please confirm if this will change?

Transmission DateTime is optional, and in Transmission ID time is mandatory because it is used to create a unique identifier for the invoice.
