SC for non-ICH

We understand that the SC for the non-ICH-Carrier will be the old SC all along as they do not migrate. Will this be changed at any time? Maybe when SIS mandate date is reached? Or will non-ICH-carrier use the old SCs forever?

Well, "migrate" is difficult to define when we're talking about a carrier's interaction with all of SIS.
 
I assume you're thinking in terms of sending old IDEC files vs IS-IDEC file as the definition of migration. For example, you can't use a deleted source code in IS-IDEC. Since the IDEC service as it's known today (old IDEC) will be shut down 1 year after go-live, then the these non-clearing house carriers will need to use IS (and thus new SCs) if they wish to continue sending IDEC files to you.
