ISPA & Sandbox Key Dates

ISPA & Sandbox Key Dates

Dear SIS team,
 
1) It is our understanding that there is no ISPA signature due date, that is a carrier has to sign the ISPA before they migrate. However as per Key Dates page, "As had previously been communicated, we would like to maintain the 2-month period that we allow carriers to review and sign the IS Participation Agreement.". Please advise accordingly.
2) If a carrier has not signed the ISPA but accepted the Terms of Use, will the Sandbox be still available, or as of 26/Oct/11 we will need to sign the ISPA in order to access Sandbox.
3) If a carrier does not sign Attachment B at the time of ISPA signing, but would like to amend it later, is there a time period required for the changes to take affect?
4) If a carrier does not sign Attachment G at the time of ISPA signing, but would like/need to sign it later, what is the a time period required before sending any data?

Hi,

1.    Yes – that is correct; there is no due date for the ISPA as we accept membership to SIS on an on-going basis. This two-month period was the time we have for participants to use the Sandbox without having signed the IS Participation Agreement. The time period will elapse on Oct 26, where thereafter any new participants will need to sign the ISPA before gaining access to the Sandbox and IS-Web.

2.    If a participant has already accepted the Sandbox Terms of Use prior to Oct 26, then they may continue to use the Sandbox until they would like to join SIS, in which case they will need to sign the agreement.

3.    This depends – some changes are future-dated, such as the DS application and verification services. Other services – such as Legal Archiving and Billing Value Determination/Confirmation can take effect immediately. So if you would like to make a change in your option for DS, bear in mind that the change requested, once configured by SIS Operations, will only take effect at the earliest the following period.

4.    There is no time period as such. The Attachment is to ensure that you are covered under EU law. If a participant is an EU carrier, it may not be advisable to enter any personal data in SIS without having signed Attachment G, but it becomes effective as soon as we have countersigned it. No notice period is involved as it does not change any part of the processing (other than what the participant enters into SIS if it has restricted itself to entering non-personal data only).
