CARGO SIS migration
Pls to advise us per following queris:
1. We are not CARGO IDEC carrier (we are only PAX IDEC carrier). What do we have to do concerning future Cargo migratrion in APR2012? Can we remain as non-CARGO-IDEC carrier and send paper documents as we are doing it now?
2. Where to find when IATA will have some workshops/meetings related to cargo/UATP SIS migration?

Hi Vera, 1. Old IDEC (for both PAX and CGO) will be discontinued in September 2012. As per RAM rules, for CGO billings, migrated carriers can stop sending paper immediately after migration (please see the RA45 Highlights in the September bulletin – issue 4 for details on this). So taking this into consideration, there are basically a couple of approaches you can take in migrating to SIS for CGO billings: a) You can choose to use IS-IDEC or IS-XML to send/receive your invoices, or b) If you have relatively low volumes of CGO billings (e.g. less than 20 invoices per month), it may be more viable to manually capture your invoices via IS-Web. 2. Information on available SIS workshops are available on the IATA Training site. We also have the dates and links to register of these upcoming workshops on the SIS Media page of the SIS website. Dear Ashley, thanks. Just regarding first issue (Cargo and IDEC), pls confirm our understanding:
1. We do not have to sign some participation to Cargo-IDEC before starting with manualy work through IS-WEB or creating IS-IDEC outward file? (In the past, when we decide to join PAX-IDEC, we had to sign participation agreement to PAX-IDEC, if I remember it well?)
2. Yes, we understand that migrated carrier can immediately stop with sending paper documents (we shall download those documents from IS-WEB), but we believe that we can go on with sending paper documents (outward billing) untill sep-2011 (or...?), as we are doing it now. Yes or No?

Hi Vera, 1. No – if you are not a current IDEC user you can still start using the IS-IDEC format (or IS-Web manual entry) when the Cargo functionality goes live. There is no need to sign a Cargo-IDEC agreement, only the SIS agreement. 2. Theoretically, yes – if you are not migrating yet you can still send paper invoices. However, as I mentioned in my previous post, there is an F12 blocking rule, which allows migrated carriers to not receive your F12 claims as early as Sept 2012. So in summary, until Sep 2012, you can bill Prime transactions however you’d like. But please keep in mind that if you are billed in SIS, you will need to make any disputes to these billings in SIS.
