Submission of paper invoices after migration
Hi
According to the agenda for the RA45 meeting to be held in Miami next month (please see item P8 on page 13), we are not obliged to send paper invoices/supporting attachments to any carrier, be it ICH or ACH, from day-one of our migrating to SIS.
However section 2.2 of the Sign-up Guide, while agreeing that we (an ACH airline) will not have to send paper invoices to other ACH airlines from day-one, maintains that we will need to send these to ICH carriers for upto 90 days after migration.
Please clarify

Hi Shanti, As per the RAM rules, you are still obligated to send paper invoices/supporting attachments to ICH carriers up to 90 days after migration. The ACH, on the other hand, has voted to eliminate this requirement from day one of SIS migration. Discussion to have this requirement eliminated on the ICH side is yet to be discussed at the upcoming RA45 in September. Hope that clarifies. Hi Shanti, Yes – a decision was reached on this issue and the outcome was communicated in the September bulletin – issue 4. Please refer to the RA45 Highlights, Agenda Item P8 in this bulletin. To confirm, this means that when CARGO go-live takes place in Apr 2012, we do not have to send paper invoices to any airline, ICH or ACH, right from day one, right?

Hi Shanti, Yes – that’s correct. Once you migrate your Cargo billings, you will no longer be obligated to send paper. I would like to be sure of what you confirmed in your last response.
I ll illustrate with an example : carrier A migrate Miscellaneous Category in April 2012 and Cargo category in May 2012.
Is that mean that Carrier A is not obligated to send paper invoices for both Miscelaneous and Cargo Categories ??
In an other topic, we saw that we have 90 days of sending paper invoices to a non sis carriers after Miscellaneous migration ..

Hi Zineb, Not quite. If carrier A migrates Miscellaneous in April 2012, it will still be obligated to send paper for another 90 days after the migration. For Cargo, if carrier A migrates in Jan 2012 or onwards, it can cease the sending of paper from day one of the migration. Before Jan 2012, all carriers are still obligated to send paper until the end of Dec 2011. This is in according with the outcome of the RA45 discussion regarding Chapter A9 (which only pertains to Passenger and Cargo). So for Miscellaneous the 90-day rule still stands. Hope this is clear. We are migrating into SIS for the class M by the 1/1/2013, we will still be obliged to send paper invoices for Miscellaneous Category ?
