Migration in which period

Is it mandatory that a carrier should migrate to SIS only in the first period or they can migrate during period 2, 3 or 4.

No. A carrier can migrate during any period.
 
Sampling is the exception and the carrier can migrate sampling only during period 1 of a month.

If a carrier migrates in period 2. For period 1 the airline will submit the existing IDEC file i.e. after period 4 is closed since existing IDEC submission frequency is monthly and for period 2, 3 and 4 an IS IDEC file will be submitted at the end of period 2, 3 and 4. Is this acceptable to SIS.

Yes. This has been discussed by the team and we have no problems with this. If you see any concrete problems other than potential for confusion, please advise.
