Non-Clearing House Airlines & IS

Does IATA CH or SIS have a strategy to funnel all interline billings from Clearing House Airlines to Non-Clearing House Airlines via IS?  If currently no strategy, can this be considered?

I realise ICH has no mandate over the Non-Clearing House Airlines, but there is enormous benefits for Clearing House Airlines if all interline billings  to Non-Clearing House Airlines can be handled via IS.

The strategy should include:

1) communciation plan for Non-Clearing House Airlines  to increase awareness of SIS

2) incentives for Non-Clearing House Airlines to use IS. For example,  free membership to IS  to access billings & rejections from Clearing House Airlines.

Hi Konda
We would hope that all airlines would benefit from SIS, and we do expect participating airlines to encourage their non-participating partners to join. Our first priority is to get all the current ICH and ACH participants converted, but we will be encouraging other interlining airlines to join too.

We cannot provide a free membership, as SIS is a cost recovery operation, so their particpation would effectively be subsidised by the active participants (they would still need managing even if they don't create any invoices themselves). Logic has also been incorporated to allow major airlines to sponsor smaller airlines by covering their participation charges, but there would still be charges to ensure costs were covered.

I agree with what Nick said regarding that the priority is on ICH/ACH members.

Also please note that this discussion would make the most sense in the Mobilization & Implementation Support forum.
