RAM rewrite of CHAPTER A3 — Part 2 PASSENGER AND EXCESS BAGGAGE BILLING SUPPORT, para 1.1 included in RA44 Agenda refers to source code 23, but this s/c is not referenced in ISPG, 3.9.
Is there a s/c 23?

Yes, SC 23 is for EMDs.
Also in the same email exchange we had, please note that rejections use the standard SCs (4, 5, 6) but the EMD will be recognized by form codes.
