SFI 32 - Invalid ticket numbers

SFI 32 - Invalid ticket numbers

We are seeing a lot of billings where the billing airline has mis-keyed the ticket number by entering an extra digit i.e. an 11 digit ticket number instead of 10 (with the leading digit not a zero).
Should this be permitted? They are invalid ticket numbers...
In order to reject the billing, the invalid ticket number has to be maintained on the rejection.  If the correct ticket number is entered on the subsequent rejection it of course fails validation.  Can you please advise?
