This course is intended for those Civil Aviation Authorities moving to more autonomous forms of organization and those who have already developed even more autonomous or commercialized, private sector participation models, or privatized models, of obligations in the delivery of aviation products and services.

Revenues expected as a result of such policy decisions as user pay, commercialization or privatizations need to be collected and protected, and this course will examine the issues involved and the pitfalls of various models of more autonomous civil aviation organizations.

• Understand the critical aspect of cash flow and funding or financing of a Civil Aviation Authority.
• Recognize the need for policies and practices that will not only ensure that services provided are invoiced, but that collections are made and subsequently protected for their intended purpose, whether for investment or for operational purposes.

• Civil Aviation Authorities obtaining funding from government sources and from other less direct sources evidence critical financial elements in the delivery of strategic initiatives and expected infrastructure needs of the aviation community.
• Revenues from services provided and revenues collected and subsequently protected from unauthorized use, are a key management concern.
• This course will examine the critical nature of such revenues and their life cycle from policy decisions on budgets, on the amounts of fees and charges, through to their ultimate deposit to the benefit of the aviation authority, and the protections necessary along the way.
