Civil Aviation Authorities need to continuously consider the changing business environment and the impact of various new factors on their policy and decision making processes.  For a Civil Aviation Authority to be truly responsive to the needs of the aviation community today is to have a strategic orientation that is congruent with that industry.

This course is intended to address the concepts and principles of strategic planning in a civil aviation context where addressing industry needs is contingent on responses from a dynamically administered Civil Aviation Authority.

• Examine current thinking in strategic management in the aviation sector and the responses to major issues and challenges that the aviation industry faces today.  Civil Aviation Authorities will need to import critical issues and challenges into their own strategic management network and show the aviation industry how such matters can be accommodated in policy and procedural changes.
• Address the factors that are necessary and critical to the measured development of the aviation industry and of the Civil Aviation Authority itself, as a regulator, operator, owner and landlord.
