A complete and up-to-date Legal and Regulatory Framework constitutes one of the cornerstones of an effective Civil Aviation system which is safe, secure, regular, sustainable and efficient.
Many States are currently in need of an in-depth reform of their Civil Aviation Laws and Regulations as their existing legal and regulatory instruments are outdated, obsolete, do not cover the latest amendments to the ICAO Standards and Recommended Practices and include severe gaps in critical areas related to safety and security oversight. Often, States don’t have adequate provisions regulating economic aspects of Civil Aviation incorporated into existing law and regulations.
Today many States, with the support of financial institutions and donors, are at various stages in the planning and implementation of legal and regulatory reforms aimed at modernizing their national Civil Aviation laws and regulations in order to effectively regulate both technical and economical aspects of their Civil Aviation industry.
This course is designed to provide the essential knowledge and skills which will enable States’ Officials at all levels to adequately plan, manage, control and successfully complete the modernization of their national Civil Aviation Laws and Regulations to ensure that they adequately reflect national policies and are compliant with international obligations.
